On 18 November 1918, Latvia was proclaimed from a theatre stage, and for a time it existed anywhere but on the Latvian soil. On the soldiers’ lips and at the tips of their bayonets, on the decks of ships and in the briefcases of diplomats… Latvia existed – on paper. In reality we still had a full year of War of Independence ahead. The Freedom Fights.
Latvia’s provisional government sheltered in Liepāja – the three ministers that had not left. The rest were abroad. Only one government institution was working – the Passport Office, busily issuing travel passports for the people fleeing away. You had to be crazy to still believe in the viability of the Republic of Latvia. One of those crazy believers was Kārlis Ulmanis. Why did he spend three months abroad? Why had Latvia three governments at the same time? Was the birth of Latvia a lucky coincidence or perhaps a smart and dazzling political tango?
