The Daugavpils HEP station campaign, Latvia’s greatest victory against the totalitarian regime.
The Daugavpils HEP station was the fifth power dam planned on the River Daugava. It would have been the most massive, surpassing all the plants that came before. The previous ones had flooded a third of the Daugava in Latvia; this one would flood just as much. It was the first that was not built. On 17 October 1986, the newspaper Literature and Art published an article titled ‘On the Fate of the River Daugava’, which marked the beginning of the project’s end. The article directed bold criticism at the project, calling it rushed, impractical and detrimental to the environment. The public was outraged; people started collecting signatures against the construction of the power dam. Within a couple of months, they had gathered 30,000 signatures, and a year later the Daugavpils HEP station construction was stopped.
